চাকরি বা শিক্ষায় সংরক্ষণ মৌলিক অধিকারের দাবী করতে পারে না

 

আজ সুপ্রিম কোর্টের এল নাগেশ্বর রাওয়ের বেঞ্চ জানায় সংরক্ষনকে কেও মৌলিক অধিকারের দাবী করতে পারে না। সংরক্ষন না দিলে সংবিধানের অধিকার লঙ্ঘিত হয়েছে বলা যাবে না।

   বিভিন্ন সময় সরকারি বা বেসরকারি চাকরিতে সংরক্ষন নিয়ে বিতর্কের সৃষ্টি হয়েছে। মেডিক‍্যালে ভর্তি নিয়ে একটি বিতর্কের সৃষ্টি হয়।

    তামিলনাড়ূতে মেডিক‍্যালে ভর্তি নিয়ে ওবিসিদের জন‍্য ৫০% সংরক্ষনের দাবি শেষ পর্যন্ত আদালতে যায়। যে মামলাটি করে সিপিআই ও ডিএমকের কিছু নেতা। শেষ পর্যন্ত রায়ে আদালত সংরক্ষন বা কোটার বিষয়টি স্পষ্ট করে। অর্থাৎ চাকরি বা শিক্ষায় সংরক্ষণ মৌলিক অধিকারের দাবী করতে পারে না।

   Pension নিয়ে বারবার বর্তমানে একটি headline হয়ে উঠেছে পত্রিকা বা টিভিতে কারন পেনশন মানবিকতার দিকে তাকিয়ে বন্ধ করা হয়নি যেখানে অন‍্য রাজ‍্য পেনশন বন্ধ করে দিয়েছে।
একথা মূখ‍্যমন্ত্রী বারবার বলেন।

   যদিও যারা পেনশন পান তাদের তো আর বন্ধ করেনি কোনো রাজ‍্য ।নতুন scheme নিয়ে এসেছে একটি র পর।

  বকেয়া DA দেবেন তো?

       SAT এ DA মামলার রায় কর্মচারীদের পক্ষে গিয়েছে। একথা আর নতুন করে বলার কিছু নেই। হ‍্যা যা বলার আছে তা হলো রায় অনুযায়ী বকেয়া DA কর্মচারীদের মিটিয়ে দেবার কথা। সে PF এ হোক বা নগদে।

এখন প্রশ্ন কবে মেটানো হবে। আবার কি আইনের আশ্রয় নেবে সরকার। জানা নেই। উত্তরের অপেক্ষায় আছি।
       কেন এই লেখা লিখছি ? বর্তমানে সরকার ছকটি website চালু করেছে didikebolo এর মাধ‍্যমেই জানার ইচ্ছে রইলো। অবশ‍্যই জানতে চাই কারন court এর নির্দেশে বলা আছে 2009 - 2016 পর্যন্ত সমস্ত বকেয়া মেটাতে হবে।আর এই বকেয়া কত ?

    বকেয়া কত হিসেব করলে দেখা যাবে অঙ্কটা এতই বেশি যা প্রত‍্যেকের মাথা খারাপ হয়ে যাবার মতো। যদি GR D কর্মীদের হিসেব ধরা যায় তাহলে এই সময় কালের মধ‍্যে বকেয়া প্রায় দুই লক্ষ থেকে তিন লক্ষ টাকা। এখন ভাবুন তো GR A বা GR B,C কর্মীদের বকেয়া কতো?

     টাকার অঙ্ক টাই বলে দিচ্ছে দাবীটা অন‍্যায‍্য নয়। 2009 পরবর্তীটা যদি ধরা যায় তাহলে কতটা হতে পারে? দাবী এই বকেয়া টা Pay commission এ মিটিয়ে দেবেন তো? উত্তরের অপক্ষায় সরকারী কর্মচারী শিক্ষক শিক্ষিকা প্রত‍্যেকে।

Ratio:-
A relation between two quantities of similar type which shows that one quantity is how much times the other quantity,is known as ratio. Ratio is denoted by colon(:) .

Simplest form of ratio:-
If there is no common factor between the prior and post terms of a ratio, then the ratio is in its simplest form.

 Example.  24:22=12:11
If each term of ratio is multiplied or divided by a non zero number,then the ratio remains unaltered.

Types of ratio
1. Compound ratio
2. Duplicate ratio
3. Sub duplicate ratio
4. Triplicate ratio
5. Sub triplicate ratio
6. Inverse ratio or Reciprocal ratio
Proportion:-
Proportion is the equality of two ratios . As a:b =c:d , we write a:b::c:d and we say that a,b,c and d are in proportion. Here
a×d=b×c.

Short tricks:-

1. If A:B=a:b and B:C=m:n then A:B:C=am:mb:nb


2. If A:B=a:b and B:C=m:n and C:D=r:s then A:B:C:D= amr:bmr:bnr:bns

3. If X is distributed in the ratio a:b:c then 
First part =aX/(a+b+c)
Second part =bX/(a+b+c)
Third part =cX/(a+b+c)

Now some questions here for competitive exam

Q 1. If a quantity is devided in the ratio 3:5 ,the larger part is 75. Find the quantity.


Answer:-

Large quantity=5x
 small =3x
As per question,
5x=75
:. x=15
Quantity=3x+5x
                =8x
                 =8×15=120

Q 2. Marks of two candidates P and Q are in the ratio 2:5 . If the marks of P are 120, marks of Q are...... ?

Answer:-

Let the marks of P and Q be 2x and 5x.
According to question ,
 2x =120
or, ,x =60.

Therefore, marks of Q =5x =5×60= 300.

Ans. Prime no till 17 are 2,3,5,7,11,13,17
Required sum =2+3+5+7+11+13+17=58

Q.2 The sum of a natural no and its square equals the product of the first three prime nos. What is the number?


Ans. Let the required no be x
According to the question
x^2+x=2×3×5
or x^2+x-30=0
or (x-5)(x-6)=0
Therefore x=5


Q.3 Out of six consecutive natural numbers ,if the Sum of first three is 27, what is the sum of other three?


Ans. Let the three consecutive natural numbers be x,x+1,x+2
According to the question ,
x+x+1+x+2=27
or 3x+3=27
or x=8

First three consecutive nos 8, 9, 10

Therefore sum of next 3 consecutive nos
=11+12+13
=36
